Curbside Christmas Tree Collection 2021

We have received a notice from the Department of Solid Waste Management (DSWM) that they will have crews out to pick up any discarded christmas trees in mid January 2021.  If you are unable to take your tree to the nearest recycling center located at 8000 SW 117th CT, you have the option to leave you tree curbside, but only on our designated pick up week.  Collection will occur by zones, in which we have been designated as zone 2, and therefore pickup for this area is scheduled to begin the morning of January 18th and end on the evening of January 22nd. More info can be found by Clicking Here. Recycled trees will be chipped and given away as mulch for those interested. Any trees placed curbside before the morning of January 17th or left out after the evening of January 22nd will receive warnings followed by removal by the Association with the cost of removal billed back to the member so please be mindful of the pickup dates to avoid any charges. Those that do not wish to take their tree to the dump to recycle or wait until the week of the 18th for curbside pickup have the option of chopping up the tree and placing it in their green container for pickup.

No Garbage Collection December 25th, 2020

We wanted to remind everyone that Miami-Dade County Waste Management Department will not make rounds to pick up trash on Friday, December 25th.  We ask that you NOT place your green waste carts at the curb that day.  Garbage collection will resume Tuesday, December 29, 2020 however due to the increased volumes of garbage being picked up that day, it may take longer than usual for pickup to occur.

Sealcoat of Common Streets & Driveways to Begin 10/12/2020

This October we will be sealcoating our communities private roads as part of routine maintenance. This project kicked off in March but due to COVID19 concerns, the project was paused. Right before it came to an abrupt halt, work on road repairs throughout the community were completed, members that contacted our contractor were able to have their driveways extended and County mandated guard rails near guest parking spaces were installed. The final sealcoating phase will begin on the early morning of October 12th. As a precaution and ensure everyone is aware of the project and associated inconveniences, the soon to be mailed letter can be reviewed by Clicking Here and will also be posted on community bulletin boards.

Here are a few things that members/residents should be aware of:
  • Homeowners are responsible to edge the grass around their driveway and ensure that their drives ways are in good repair before sealing begins.
  • Vehicles left within guest parking areas to be sealcoated after 7 AM on the date their section will be worked on will be towed away at the owner's expense. Therefore, we advise you to move your vehicle(s) the day before or the early morning work is to begin. If sealcoating begins you will not be able to move your vehicle without damaging the sealcoat and will be charged for any damage if you attempt to move your vehicle once sealcoating has begun.
  • Vehicles will not be permitted to drive on the seal coated area for 48 hours after it is applied. Do not enter barricaded areas until the barricades are removed by staff. If any homeowner or tenant removes a barricade or drives on an area and damages a sealcoated area, the cost for repair will be directly billed back to the responsible homeowner.
  • Parking will be made available in designated areas. The association has hired security officers to monitor the parking areas and maintain the integrity of the barricaded areas. Homeowners may not park on the grass of their home or block driveways or streets. They must park in designated parking areas only.
  • If it rains, seal coating will be cancelled for that day and will be rescheduled for the following day.
The inconvenience is only for a few days but your patience during this process is for the betterment of this community and the Association appreciates your cooperation. If you do not wish to have your driveway sealcoated please place a rope and sign indicating such. If your driveway is in disrepair or contains a vehicle it will not be sealcoated.

Please review the site plan provided and note the area color corresponding to your homes location for work dates.

T1-11 Fiber Cement Alternative

Homes require constant maintenance, especially when it comes to the wood elements used in our homes. The South Florida weather ensures that these elements only last around 10 years, a little more if properly maintained. One of those elements found on the roof gables of end units, between window trims of some models, rear utilities as well as the entrance ways of models such as Briarwood, Pinewood and Timberage is the T1-11 wood paneling. This wood element is particularly vulnerable to the elements and other wood loving insects. Members that are considering repairing parts of their home having T1-11 due to wood rot now have another option which is a fiber cement alternative sold at Lowe's by James Hardie. It is the HZ10 HardiePanel Sierra and sold in sheets measuring 48-in x 96-in. It is a little more expensive than T1-11, but it can withstand hurricane-force winds when properly installed. It also resists the humid heat of South Florida which usually results in cracking, rotting, swelling and mold as well protects against termites and other pests. It is designed to last 30 years and its warranty covers it for that long.  Those wishing to use this as an alternative may do so by submitting an Architectural Requests Form (ACC) and state where you will be using HZ10 HardiePanel Sierra. You can find out more about the product by Clicking Here

Bulk Trash Placement & Scheduling Issues

For some time now, the Association has been experiencing issues with members placing bulk trash out without first contacting the Association for placement instructions and providing a 311 confirmation number after bulk waste has been placed outdoors. Complicating matters, some members have placed bulk trash on common property such as grassy areas to the side or rear of their homes, on other member's property and in some instances even on the common road. Our community rules & regulations are quite clear on the matter. No bulk trash may be placed on common property for any reason. Members not following the rules regarding bulk trash placement will receive a non-compliance warning on their door. Members may not place bulk waste on any common area, the common roads or on other members properties for any reason.  Members must pay special attention when placing appliances outdoors for pickup such as refrigerators, stoves, etc.. These items must have their doors removed prior to placement outdoors as this is a safety issue and also Florida law.  If placing mattresses outdoors, they must be wrapped in plastic as required by Miami Dade County. Members failing to take due care in the placement of bulk waste piles or the proper disposal of items, such as appliances or mattresses, will have those items removed by the Association within 24 hours of a non-compliance warning with the costs of removal billed back to the member's account.

To avoid any issues or misunderstandings that could lead to a costly bill it is very important for members to first contact the Association prior to scheduling a pickup and again once they have received the county's service request number. To contact the Association, use our Contact Us page to let us know about your intent to place bulk trash outdoors.  You can also leave a voicemail message or text a message to (305) 859-1462. Please be sure to provide your unit's address or account number in your message along with the service request number. Members may request service from the county by calling 311, using the 311Direct mobile app from their smartphone or by going online by Clicking Here.

For more information regarding trash, recycling and bulk waste pickup restrictions and other information please visit our Trash, Recycle & Bulk Waste page on our website by Clicking Here.

Thank you for doing your part to help keep our community safe and clean.

Our Community's Property Values

On November 1978 F&R Builders Inc turned over control of our community to the very first elected Board of Directors at Devon-Aire Villas #1 who were Ellenor Stacholy, Linda Beebe, Bertha Marder, Alan Ehrlich and Alan Markowitz. That board and every subsequent board since that time has had the principal responsibility of maintaining and improving upon the community in order to ensure that property values would appreciate over time. Homes in our community originally sold for $33,000 in 1977. Adjusted for inflation our modest homes would have cost us $130,000 in today's currency.  Instead we find that our homes are being listed for prices ranging from $275,000 to $299,000 depending on the home.

There are many reasons why our home values are so high but one of the primary reasons is due to our community being a very desirable place to live. Nobody wants to buy a home where the homes look run down and the community grounds are neglected. Homes in our community have maintained their distinct character for more than 40 years and the homes are still in great shape. Homeowners have helped enhance their home's values by adding storm shutters, impact windows, new front door styles, extended driveways, stamped concrete driveways, wind rated roof shingles over time. The Board of Directors has continued to improve upon the property by adding elements such as lighting throughout the community, park benches, street curbing, dog waste stations, speed humps, etc.. The Board continues to ensure that landscaping and road maintenance continues to occur, but that doesn't mean that other projects won't occur in the community in the future such as more lighting and better security for our members. That of course means that the Board must maintain healthy reserves while at the same time ensuring the delinquency rate within the membership remains low to ensure that new buyers have the ability to qualify for and close on a mortgage. Mortgage lenders will often review how a Homeowners Association handles its affairs and finances before they offer a mortgage to new buyers. Having a well-managed community with a membership that does their part in maintaining their property and adhering to community standards helps maintain or increase home values which is very important when it comes to protecting a member's investment in a property. After more than 40 years of continued Association operations and membership involvement in the community, we don't expect much will change other than maybe home values will continue to appreciate as time goes on.

Hurricane Isaias Preparations

Hurricane Isaias is expected to make landfall sometime Saturday. At this time, most hurricane models are unsure if or where it will make landfall however at this time we are still within the cone of uncertainty and therefore hope that our members are taking this storm seriously and have begun preparations to secure the homes.

During preparations, we are asking our members to please NOT place any bulk waste of any kind out in front of their homes. Anyone having any bulk trash outside their homes are asked to have it removed from their homes even if they have already called 311 for a bulk pickup. Hurricane Isaias is fast moving Category 1 storm and may still be one when it reaches Florida. Any unsecured debris that is left outdoors could become a projectile. Anyone having any bulk waste will need to take that waste to the Sunset/Kendall Trash & Recycling center which is located at 8000 SW 107th Ave while it is still open. Any member placing bulk waste in front or rear of their unit from Saturday, August 1st to Sunday, August 2nd will have that bulk waste removed by the Association with the costs of removal charged to their account. Any member observing any illegal dumping within the community is asked to please Contact Us immediately. This is a safety concern which Association takes very seriously. Owners that are renting their units are asked to contact their tenants to ensure they comply with this request. Resident having any questions or concerns about issues that relate to the coming storm or need references for individuals that can assists them with storm preparations, please Contact Us.

Should the storm make landfall in South Florida, Members of the Board will be on hand after the storm passes to check for any possible damage on the property and coordinate cleanup efforts in the community where necessary. Please keep a copy of our phone number found on our Contact Us page. In the event that you no longer have access to email, you may leave us voice mail or text us should you need to reach us after the storm.

Stay safe and be prepared for Hurricane Isaias.
Please visit http://www.miamidade.gov/hurricane and review the Miami Dade County hurricane guide.

Secure Your Home
  • Install hurricane shutters over windows and doors if necessary.
  • Bring in all loose items left outside. Objects that are too big to bring in must be securely anchored. Large planters can be placed right next to the house.
  • Take down hanging plants.
  • Bring in or tie down all loose items from your yard, such as gazebos, umbrellas, patio furniture, toys, bicycles, grills and garbage cans.
  • Residents should secure their green and blue trash/recycling container by placing them in their backyard or in their front patio if they have one.  Residents living in areas without easy access to their backyards should place these containers next to their unit's firewall.
  • Close and secure shutters. If you do not have shutters, you can use plywood across windows and sliding glass doors if necessary. DO NOT PLACE TAPE ON YOUR WINDOWS as this offers absolutely no protection and will be difficult to remove afterwards.
  • Do not leave debris such as trimmings in the yard or along the street. The storm could turn these into missiles.
  • Remove turbine vents on the roof and replace with metal caps.
  • Take down satellite dishes and TV antennas that are secured against the fascia as this will tear up your roof if the winds are high enough.  It should not have been secured that way to begin with.
  • Bring the pets indoors. They should be wearing identification and have a two-week supply of food.
  • Park your car as close to the front of your home as possible. Avoid parking near trees.
  • Fill your car's gas tank as soon as possible if you haven't done so already in case you have to leave in a hurry.
  • Once the hurricane makes landfall, stay off the roads. It's too late to get supplies by that time, and you'll be competing with people trying evacuate to shelters.
  • During severe hurricanes, conditions will deteriorate rapidly, sometimes hours before landfall, so get inside and be safe.

Be Alert / Car Hopping / Thefts

This is an important reminder to our members and residents in the community to please stay vigilant. The Board of Directors routinely monitors reports of crime in the area.  Recently we have seen a spike in reported Car Hoppers, thefts, etc... in the area via CrimeMapping.com and Ring's Neighbors App. Although we have not received any reports of these types of petty crime occurring in our community yet, we ask members to take precautions so they don't become a victim.  Make it a routine to lock all your car doors at night.  With Car hoppers in the area, please make sure you leave your cars locked at all times and never leave any valuables in your cars. Individuals that car hop tend to always go through unlocked cars because it attracts less attention. If you see individuals going house to house and checking out cars, call Police right away. We also urge our member to please leave their front porch lights on all night long in order to deter such thefts. If you are concerned about the electrical costs, please keep in mind that with today's LED light bulbs, power consumption is very negligible. The few pennies you pay per day to run LED lights will far outweigh the aggravation of having your vehicle's content stolen.  We have also been told by police that the security cameras, the Ring doorbell and similar devices can also help deter such crimes.

It goes without saying that if suspicious activity is occurring on or around the property, residents are urged to please contact Police immediately by calling their non-emergency number at (305) 4-POLICE (476-5423).  If you believe that a crime is in progress, please call 911.  Do not attempt contact with any person engaging in suspicious activity and instead let Police handle the situation.  It is important that residents always file a Police report for any crime that has been committed against them, no matter how small or insignificant you think it might be.  If a report is not filed, Police have no way to determine crime trends in a community.  After filing a Police report, please let us know so we can alert the rest of our members.

Rainy Season is Here and So are Mosquitos

Rainy season is here and with it so are the mosquitos. Mosquitoes are not only a pest, but are also a potential disease vector. It's important that homeowners ensure that there are no areas around their home with any standing water. We ask that members and residents inspect their homes for any areas which may have standing water on a regular basis. Drain water from your units rain gutters if you have them, kiddie pools, coolers, toys, flower pots, jugs or any other containers where water has collected. It is especially important to make sure to discard any bottles, cans, pots or any other items that aren't being used that could potentially collect water. If you have a bird bath or fountain, flush out the water every couple of days. If you have bromeliads or other plants that can collect enough water in which mosquitoes can lay eggs, you should also flush them once a week with a stream of water or sprinkle commercially available Bti "bits" in your plants. You can also place 1 drop of cooking oil every 20 days in a bromeliad's cup which will smother mosquito larvae. Homeowners should perform these checks of their homes at least once a week. Homeowners renting out their units need to ensure that their tenants are performing those checks for them.

To ensure that our community remains as mosquito free as possible, we have already begun dropping mosquito dunks in all 52 catch basins found throughout our community. This is a larvicide which is not harmful to fish, humans or other animals and are dropped in catch basins every 30 days until December. This will prevent any larval mosquitoes from becoming adults thus reducing their numbers.

Mosquitos in Florida are known for transmitting several diseases such as West Nile, Zika encephalitis, Dengue and Chikungunya as well as heartworm in dogs and cats. Miami-Dade County ordinances gives the county the authority to cite property owners for any standing water violations two days after they receive a warning. If the county is forced to enter upon your property to take care of the issue for you, the homeowner would be liable for the costs of removing any mosquito breeding grounds found on your property and Miami-Dade County can also place a lien on your property to recover those costs as allowed under the ordinance.

If you feel that you are experiencing a mosquito nuisance, you are encouraged to report the problem by calling 311 or online by Clicking Here, then select Property and choose Mosquitoes from the menu.

Villa of the Quarter: June 2020

The Board of Directors recognizes members who go above and beyond in the upkeep of their villa within our community. Their efforts really make our community a very desirable place to live.

Canceled: June 2nd Board Meeting

Based on the most recent Government guidance asking that social gatherings of 10 or more individuals be limited, the Board meeting scheduled for Tuesday, June 2nd has been canceled. Although our documents require that we hold monthly meetings, under Executive Order 20-52 issued by Governor Ron DeSantis which declared a State of Emergency for COVID-19, we are permitted to cancel meetings. During this State of Emergency, we are also asking members of the community to be responsible by heeding Government guidance and also refrain from social gatherings of 10 or more individuals and instead practice responsible social distancing.  The Association will also not be approving any requests for the use of Common Grounds for any social events during this time.  Should you have any questions or concerns, please Contact Us.

Mail Box Theft & Fraud at Devon-Aire #1 West 5/3/2020

A member of the community reported that on the week of May 3rd, they placed a letter in their mailbox which contained a check for around $30. To let the letter carrier know they had a letter waiting for pickup, they raised the mailbox flag on the side of the mailbox.  To their surprise, they found out later in the week that the check was cashed for several thousand dollars. Someone evidently stole the letter from the mailbox and altered the check allowing them to drain their account of funds.

With the current pandemic and all the disruptions that it has caused, the one thing that hasn't changed is crime.  Even though there are stay at home orders in place, please do not leave mail in your mailbox especially with the mail flag in the upright position. Not only does it let the letter carrier know that you have mail waiting to go out, but it also lets thieves know. We recommend that you either drop the letter off at the post office or wait for your letter carrier and deliver it to them by hand.  Never leave mail in your mailbox overnight. Also, to stay informed of what mail your are supposed to be receiving, we highly recommend that you subscribe to USPS Informed Delivery by Clicking Here before a would be scammer does so for you.  Thieves are using the service to commit identity theft.  Subscribing to the service before they do will prevent a scammer from seeing what mail you have coming in such as credit cards, government checks, etc... Dear Members & Residents,

We wish to thank member and residents for their patience and understanding during the park closure which was instituted as part of Emergency Order 06-20.  On April 27th, Miami Dade County Mayor, Carlos Giménez issued Emergency Order 21-20 which allows us to re-open Park West. On April 29th at 6 AM Park West will re-open with restrictions which will be limited to walking, jogging and cycling as before however individuals must observe social distancing at all times. Facial coverings must be worn at all times except for children under two, those with chronic preexisting condition or any person engaged in strenuous activity. The park sidewalk will be one-way flow only and persons on the sidewalk may only travel in the designated direction marked on the sidewalk. Individuals at the park may not obstruct sidewalks in any way. Groups of ten or more individuals are also not permitted to congregate anywhere on the property at any time. The Association, at its discretion, may have security present to enforce these rules. Anyone found at the park not adhering to these rules or in violation of Emergency Order 21-20 will be asked to leave.  Residents choosing to ignore the order could face Association fines, an enforcement action by Miami Dade Police or both.  Non-Community residents choosing to ignore the order will be expelled from the community and may receive a no trespass order that would extend into the future. We appreciate everyone's cooperation and understanding during this time.

Car Rim Theft: Villas West 4/26/2020

With everyone's concerns focused around their health and wellbeing during the current stay at home order, the last thing on our minds is crime. A homeowner on 110th LN woke up this morning morning to find their car, a red Infinity, on blocks with its tires/rims stolen. The owner had their car parked in their own driveway and did not hear anything at the time. Anyone having any information regarding this theft is asked to contact Miami Dade County Police. Anyone around 109th LN , 110th LN, 122nd PL or 122nd CT with cameras having footage that can be considered useful are urged to contact police and the Association. We have contacted Police and asked for a watch placed for our community.

The last car rim theft occurred in our community on 3/15/2019.  This is concerning to the Board as this is the third such incident in the community within the last four years.  The Board of Directors has been discussing the possibility of installing cameras at all entrances and other key positions within the community to help deter this and other such crimes.  This topic will be discussed again at the next scheduled Board meeting.

It is important to note that this continues to be a problem all around Miami Dade County and has been brought up several times in the quarterly Crime Watch meetings held in the community. The type of car and rims stolen don't really follow a pattern and all cars seem to be targets. It doesn't seem to matter if the rims are custom or if they are regular rims that come with your standard model car. Residents which have alloy wheels/rims should invest in one or two sets of wheel locks to secure their rims and ensure that the key used for those locks is not hidden in an obvious place where thieves will easily find it, such as in your glove box or trunk. Car owners should also look into VIN etching kits or services as thieves tend to stay away from parts that have had their vehicle identification number (VIN) etched onto the rims, doors, windows, windshield, etc...To make it more difficult for thieves to steal your tires, make sure your front wheels are turned all the way left or right.

It goes without saying that if suspicious activity is occurring on or around the property, residents are urged to please contact Police immediately by calling their non-emergency number at (305) 4-POLICE (476-5423). No incident large or small should ever go without being reported. If you believe that a crime is in progress, please call 911. Do not attempt make contact with any person engaging in suspicious activity and instead let Police handle the situation. Always Contact Us afterwards to let us know so we can followup with Police.

COVID-19 Association Update

Dear Members & Residents,

As we all navigate through the ongoing daily challenges brought on by the COVID-19 (Coronavirus), we wanted to reach out and notify our members and residents that the Association, along with our Community Management team, will remain operational.  Due to the nature of our services, we are considered essential and we want to ensure all residents that as changes are made at local and governmental levels which may interrupt our way of life, we will continue to conduct the affairs of the Association with as few changes as possible.

These are interesting times in which we find ourselves in. The health and safety of our members and residents are very important to us. During this State of Emergency, we are asking members and residents of the community to be responsible by heeding Government guidance and refrain from social gatherings of 10 or more individuals and instead practice responsible social distancing. That includes gatherings on common spaces such as Park West. It is important that all of us follow CDC guidelines for personal hygiene and social distancing and must all do our part to combat the spread of the COVID-19. Please visit the website for the CDC (Center of Disease Control) for important information and updates at www.cdc.gov or  www.coronavirus.gov. If you are feeling ill or have any questions or concerns regarding COVID-19 you can contact the Florida Department of Health’s 24-hour hotline at (866) 779-6121. Project Postponement: Sealcoat of Common Streets & Driveways

Due to recent State and County declarations and announcements regarding the growing concerns around COVID-19, our contractor has made the difficult decision to postpone this week's deployment to sealcoat the common roads and driveways. As most residents and members of the community are keenly aware, the news regarding COVID-19 has halted or curtailed many ordinary activities around the nation.  With the recent announcement by the Miami Dade County Schools Superintendent regarding school closures, our contractor was unable to ensure they would have all of their personnel available starting Monday and felt it would be prudent to postpone. As soon as the situation improves, we will reschedule the project and send out another announcement to inform everyone of the new date.  Anyone who made arrangements to have their driveway extended should have it completed by this Saturday. Anyone having any questions or concerns regarding the postponement are asked to Contact Us.
