Community Parking Rules and Towing


This letter is the Association’s yearly reminder to all of our membership regarding towing. Due to the numerous complaints regarding improper parking of vehicles throughout the community, the Association regularly patrols the community to ensure compliance. Vehicles found not following community parking rules will result in those vehicles being towed, have their vehicles stickered or receive a letter of non-compliance. We would like to remind residents that community rules & regulations are not suggestions. All community members are expected to adhere to community rules and regulations and ensure that occupants of their home adhere to them as well. We understand that housing dynamics have changed since our community was built back in 1978; however that does not mean that as a consequence residents are permitted to ignore community rules and regulations involving parking.

Any vehicle found or reported to be parking on the private roads, parking on common property, parking in a no parking zone, not roadworthy or parking their commercial vehicles in guest parking are subject to towing without warning. Members may not park any category 2 & 3 vehicles anywhere on the property. Under no circumstances are residents to park on the grass portion of their lot. Residents may not park in such a manner that would hinder access to fire hydrants or impede traffic by improperly parking on the private road. Guest parking spaces are dedicated for guests to park while visiting residents in the community and may not be used as overflow parking by residents on a consistent basis. Residents are permitted to occasionally use ONE guest parking spot so long as all spaces on their driveway are occupied and should only use guest parking from 11 PM to the following morning. Cars which are parked in guest parking should be roadworthy and have up-to-date license plate tags.

Towing of vehicles can happen at any time, 24/7, 365 days of the year.  If your vehicle is stickered because it was improperly parked in guest parking, please take the warning seriously and move the vehicle. If a vehicle is towed, the vehicle owner will be responsible for all towing and storage charges.  If you are an owner of a home and are currently renting out your property IT IS EXTREMELY IMPORTANT that you pass this information on to your tenants and any guests that may be visiting your property. These rules have been a part of the Devon-Aire Villas HOA #1 Rules & Regulations for many years and are there to promote the health, safety & welfare of all residents in our community using our private roads & guest parking spaces throughout the community as well as prevent damage to unit lawns and common areas.

Below you will find some important points to be mindful of:

  1. Members that have more vehicles than their home can accommodate should not expect that guest parking will serve as their personal parking area. Residents are only permitted to occasionally park ONE vehicle in guest parking at any one time and only do so if all of their driveway spaces are fully occupied. All member or tenant owned vehicles must be properly parked on their home’s driveway, not on the grass portion of their lot, common property or the private road.  If you own more than two vehicles at your household with a standard 21 foot driveway or three vehicles on a 30 foot driveway and need to park ONE other vehicle in guest parking on a regular basis, you may only do so after 11 PM and the parking space must be released the following morning. If a car is stickered for improper parking, the vehicle must be moved as soon as possible. Those found to not be in compliance will have their vehicle(s) towed at their expense.
  2. No vehicle shall park in the same guest parking area for more than 24 hours. Any vehicle which exceeds 24 hours will be stickered and later towed.
  3. Residents are allowed to T-Park their vehicles on their driveway. To be considered T-Parked, half or more of the vehicle must be on the owner’s driveway.  Vehicles which are not properly T-Parked and are causing an obstruction or danger to traffic will be towed.  It is important that vehicles not cause on obstruction to traffic should emergency responders need to pass that part of the road.
  4. Parking is not permitted by any vehicle on the grass portion of their lot, sidewalk, street, curbside or other common areas.
  5. Vehicles parking on common ground, the private road or areas designated as no parking areas are subject to towing without any warning.
  6. Only roadworthy vehicles are allowed to park in guest parking. Any vehicle parked in guest parking that are not roadworthy, or are otherwise inoperable, will be towed without warning. That would include vehicles with missing or expired tags.
  7. No personal commercial vehicles (category 1 vehicles) are permitted to use guest parking at any time and may only park on their unit’s driveway. Any category 2 or 3 vehicles found on the property will be towed without warning.
  8. No vehicle maintenance or repairs shall be performed in guest parking with the exception of changing out of a flat tire.  Individuals caught doing so will be responsible for all costs related to the repair of any damage to the parking area should there be any.
  9. Residents who wish to expand their driveways to 30 feet may do so as long as they ask for Association approval by submitting an ACC. Please contact us at for more information.

The Board of Directors of Devon-Aire Villas # 1 would never like to see anyone’s car towed or the extra expense that comes with it and hope that you take this matter seriously. Please be considerate of your neighbors when using guest parking who have the same right to use guest parking as you do. Keep the roads safe by not parking on the private road. Any resident failing to adhere to community rules regarding parking risks fines, having their vehicle towed, or both. At no time will the Association compensate any vehicle owner should their vehicle be towed.  IT IS EXTREMELY IMPORTANT that members renting their property pass this information along to their tenants to avoid fines or other issues. Reminder: 2026 Annual Assessment Due Soon

This is a reminder that the 2026 Annual Assessment is due soon. We wish to thank all of our members that have paid their obligation on time. The funds collected are used in the day to day operations and maintenance of our community. Our current Collections Policy & Procedure for Annual Assessment can be reviewed online by Clicking Here. To avoid any potential issues we ask that you observe the following:

If you have lost your your assessment invoice, PLEASE DO NOT MAIL IN YOUR PAYMENT WITHOUT A COUPON. You can pay online by visiting http://devonairehoa1.blogspot.com/p/epay.html. If you need assistance paying online, please Contact Us for assistance
  • Payment is due on February 1st, 2026.
  • Members may pay by Check, Money Order, eCheck or Credit Card.

  • Checks & Money Orders must be made payable to Devon-Aire Villa Homeowners Association #1, Inc and MUST be mailed in with your assessment coupon to ensure that processing of your payment is properly credited to your account.
  • Please do not submit your payment using your Bank's bill payment system. If you wish to pay online, please pay by eCheck to ensure that processing of your payment is properly credited to your account.
  • All checks or money orders MUST include that member’s account number in the memo field. Checks MAY NOT be postdated. A member paying by check must ensure that their check has enough funds to clear. Any check which is returned due to insufficient funds will have those costs added to their account balance and will be notified of these costs. A member whose check does not clear will be considered delinquent after the past due date.
  • A late fee will be applied to all assessments received after the payment due date.
  • Delinquent assessments shall bear interest from the due date at a rate of 6% per annum.
  • A member whose account is forwarded to the Association Attorney due to non-payment is responsible for all costs associated with the recovery of their obligation to include interest, fees and all legal costs incurred. These costs will not be waived by the Association and must be paid in full by the member before any legal action is considered resolved. Members who have had their account forwarded to the Association Attorney shall have payment applied in the following order: legal fees and costs (including attorney fees), interest, returned check charges, lien fees, other miscellaneous costs incurred during recovery process, annual assessment

Update: Our Online Payment System Has Changed

 

We’re happy to announce that online payments are available again!

Our previous payment provider (RevoPay) retired their service, so we’ve switched to a new system called ClickPay.

You can now make payments online using ClickPay. However, unlike the old system, ClickPay does not offer a “guest” or quick-pay option. This means everyone will need to create an account to make a payment. Please note that there is a $1.95 service fee if you pay by eCheck and if paying by credit card the service fee for most credit cards is 3% with the exception of Visa which charges a flat $20 fee. For those registering for the first time, you will be asked to add your property to your account. Car Hoppers: Villas West & East 11/19/2025

This is an important reminder to our members and residents in the community to please stay vigilant. The Board of Directors routinely monitors reports of crime in the area for vehicle break-ins and other miscellaneous crime via CrimeMapping.comRing's Neighbors App and Nextdoor. In this instance, it was closer to home with members contacting us of a crime yesterday morning.

On the afternoon of November 19th, we received a report from a member that they found a discarded bag of tools in the Circle N cul-de-sac that seemed to belong to someone living at Devon-Aire Estates. Upon checking their cameras, they noticed that at around 2 AM, there were individuals checking cars to see if anyone had left them open. We reviewed the community cameras and observed a black Nissan Altima that entered the community starting on the West side at 1:55 AM and leaving at 1:57 AM. Individuals living on or near 110th LN, 109th LN, 122nd PL and the portion of 122nd CT near those roads may have been affected if they left their vehicles unlocked.

The car hoppers then entered the East side of the community at 1:57 AM and exited at 2:12 AM. They checked cars all along Circle N which is where they discarded some of their stolen items and some cars on Circle E. Anyone living in those area roads may have been affected if they left their vehicles unlocked.

From the reports we have seen, these car hoppers were seen at the Devon-Aire Estate homes and went as far as Sable Chase. We contacted Police this morning and they requested copies of the videos. Unfortunately the car hoppers had no tag on the vehicle and were also dressed in all black clothing, from head to toe. Detectives came to the community this morning to see if there were any affected homeowners, which some members may have noticed. Any members that were victimized by these car hoppers are asked to please contact us so we can put you in touch with detectives. Any members that may have video of the incident, please forward a copy of the video to us and in turn, we will forward that to the assigned detective. We want to thank those of you who contacted us already and have forwarded your concerns to the investigating detectives.

As always we ask members to take precautions so they don't become a victim. Make it a routine to lock all your car doors at night. To prevent Car hoppers from entering your car, please make sure you leave your cars doors locked at all times and never leave any valuables in your cars. Individuals that car hop tend to always go through unlocked cars because it attracts less attention. If you see individuals going house to house and checking out cars, call Police right away. We also urge our member to please leave their front porch lights on all night long in order to deter such thefts. If you are concerned about the electrical costs, please keep in mind that with today's LED light bulbs, power consumption is very negligible. The few pennies you pay per day to run LED lights will far outweigh the aggravation of having your vehicle's content stolen.  Security cameras like a Ring doorbell, Wyze Cams, Blink, Nest and similar devices can also help deter such crimes, some of which are very affordable.

It goes without saying that if suspicious activity is occurring on or around the property, residents are urged to please contact Police immediately by calling their non-emergency number at 305-SHERIFF (305) 743-7433. If you believe that a crime is in progress, please call 911.  Do not attempt to make contact with any person engaging in suspicious activity and instead let Police handle the situation.  It is important that residents always file a Police report for any crime that has been committed against them, no matter how small or insignificant you think it might be. If a report is not filed, Police have no way to determine crime trends in a community. After filing a Police report, please let us know so we can alert the rest of our members.
